Speed can be seen as a character of computers that has been chased after since the first computer. After the sort of disaster of Vista Microsoft changed the focus to speed. Microsoft managed to speed up the Operation Program Windows by letting the Operation System deal with several processes at the same time. Before Windows 7 the processor dealt in a way with each process after the other. The speed of Windows 7 is probably one of the reasons of the popularity of Windows 7.

Huh?

What do you mean by "fast"?

Desktop loading rapidly?

Or fast download of a picture from the cloud?

Please, be more precise when stating such things?

For instance, using the desktop you are showing slows down a computer, compared to the standard puttyy Linux command-line displays.

And please use accurate words, Windows or Linux is an Operating System, and not an "Operation System" like you say, exactly if you used a poor automatic translator.

I think she meant that the Linux is a more stable system than the rapid. The special article was dedicated on  paperial. It's good for installation on old technology, because of this system doesn't require the computing resources. There are free programs and the OS in the Linux as a bonus.
